Garth Evans, Secretary

Garth Evans is a partner with Barbeau Evans LLP, a Vancouver-based law firm that specializes in business and real estate law, intellectual property and estate planning. He holds a Bachelor of Arts in Economics (1971) and an LL.B. (1974) from the University of British Columbia. Garth has a long record of community service with many not-for-profit organizations, including:

  • Chair, Water Quality Subcommittee, Environmental Health Committee, British Columbia Medical Association
  • Director, Royal British Columbia Museum
  • Director and Vice-President, L’Arche Greater Vancouver Society
  • Director, Progressive Housing Society
  • President, Rotary Club of Burnaby Deer Lake
  • Chair, Building Committee, Three Links Care Society
  • Founder and Honourary Director, West Coast Environmental Law Association
  • Director, Fair Haven United Church Homes Society

In 2005, Garth was elected as a Councillor for the City of Burnaby, where he served until 2008. Honours held include the Canadian Medal of Bravery (1981) and the Queen’s Diamond Jubilee Medal for Community Service (2012).


Han Shu, CPA, CA, Treasurer

Han Shu is an Audit Manager at Deloitte LLP, and brings extensive experience in the not-for-profit sector from a board, management and external advisory perspective. She has served over a dozen charities, including long-term care facilities. Han has hands-on experience managing the strategic, financial, operational and reporting activities for non-profits. She is a member of the Chartered Professional Accountants of B.C. (CPABC) Young Professional Forum, and currently serves as the Chair of the CPABC Burnaby/New Westminster Chapter. As a new mom, Han loves to share her stories about raising a high-maintenance baby, and how to balance work, family and volunteering for community organizations which she’s passionate about.



Lynn Radbourne, Director-at-large 

Lynn has been a resident of New Westminster for over 40 years and in those 40 years, has been very active in the community.  She has served on many City Committees as well as has received the Bernie Legge Cultural Award in 2006 and the Citizen of the Year Award in 2015.   She currently is the Chair of the Massey Theatre Society, is on the Remembrance Day Committee, is the Coordinator of the New Westminster Youth Ambassador Society, chair of the Platinum Awards for the Chamber of Commerce and she is also a 50+ year member of the Order of Eastern Star and Daughters of the Nile.  Lynn is retired, a widow and has two grown daughters.





Dr. Cristina Liciu, Director-at-large

Dr. Liciu is a physician on the Long Term Care floor at Queen’s Park Care Centre

Wesley Ma, Director-at-Large

Wesley Ma is a Chartered Professional Accountant (CA) and executive director with varied business, financial, and leadership experience. Wesley is the Director of Finance, Project Management, IT, and Corporate Services of Technical Safety BC, a provincial safety regulator.  Before Technical Safety BC, he was an experienced manager of PricewaterhouseCoopers where he led audit engagements for the public companies. In addition to bringing significant financial expertise to the board, he brings an in-depth knowledge of project and risk management.

Exploration and discovery have been recurring themes in Wes’s life. In his role of director of various departments, he now supports others in their discovery and innovation. By nurturing leadership in others, Wes aims to create a culture of experimentation and learning that propel knowledge and action.
